let's say your driving along the road with your family and your driving along, lay le lay, woo whoo, Then all of a sudden there a truck tire in the middle of the road. And you hit the brakes EERRRRRGGGHH! Whoa. That was close. Now, lets see what happens when your driving with the "other guys brake pads". Your driving along, your driving along and all of sudden the kids are yelling from the back seat, "I gotta go the bathroom daddy." Not now damnit! Truck tire. Errrragggghhh! I can't stop! There's a cliff. Ahhhhh! And your familys screaming, "Ohh my god we're burning alive! No, I can't feel my legs!" Here comes the meat wagon. WE-OH! WE-OH! WE-OH! And the medic get's out and says, "Ohh my god." New guy is in the corner puking his guts out, BLAHH BLAHH! All because you wanna save a couple extra pennies.

Interesting topic, and I think the jest of your post is that is it worth it to save some money on critical parts. There are certain things I may consider getting by with on a rig, but brakes are not one of them. Interestingly enough, you see so many folks building bigger axles, stronger parts, but they leave the brakes until last. I did this myself on the YJ, and I upgraded to disc brakes in the rear right before I sold it. On the M38, it has the largest brakes I can get, so the only upgrade I could do would be pads, which once these wear down, I'll be getting high end pads.
So to answer your question, no its not worth it in my opinion.
Edit: Disregard my response, Tommy Boy was a bad ass movie...

Bottom line - just make sure you can stop in time. Periodic brake checks (right James) are really important. Just make sure that the passenger is wearing their seat belts when you do so, and has a really good sense of humor!!

Ya know, after re-reading that and your post Kyle, I can even tell you what point in the movie that is. Tommy Boy is one of my favorite movies....I should have caught that. I just thought it was DJ sniffing glue again.
